A car pursuit started in Jefferson County and ended in Chambers County in Baytown on Friday, February 19, 2016. The driver of the SUV being pursued was Whitney Phillips, a registered sex offender in Jefferson County. Phillips was seen at Hamshire-Fannett Middle School. When police attempted a traffic stop on him, he fled the scene. DPS, Chambers County, Jefferson County and Baytown Police were involved in the pursuit and capture of Phillips.
