10.09.19 Man Sets Cat on Fire on Dolphin Harbor

2019-58768 – On October 7th at 1:34 a.m., officers responded to a report of a subject in the middle of the road in the 100 block of Dolphin Harbor burning a cat. Upon arrival officers found, who was later identified as 30 year old Ron Welch of Baytown, kneeling in the road over a fire with a machete in his hand. Once back up officers arrived, they approached the Welch who quickly picked up the burning animal, threw it in the ditch and fled into his residence and refused to come out. Officers made several attempts to convince him to exit the mobile home, however he refused to comply, therefore Officers contacted the Harris County District Attorney’s Office Animal Cruelty Division and advised them of the case at which time they accepted charges on Welch for Felony Animal Cruelty. The cat was turned over to the Harris County Pct. 5 Constables Office Animal Cruelty Division so a Necropsy could be performed to determine the exact cause of death of the cat. A warrant was obtained on Welch and he was taken into custody later in the day at his residence on Dolphin Harbor without incident. Mug shot attached.
