10.30.23 Three Stories: Foot Pursuit/Fatality/Arrest

 
On Wednesday, October 25th
Case # 2023-53559
Deceased: 32-year-old male of Baytown.
Involved vehicle: white 2017, Chevrolet Silverado
Driver: 47-year-old female of Baytown.
Officers arrived on scene and began CPR.
Baytown EMS arrived shortly after and pronounced the victim as deceased.
Witnesses stated the male was on the sidewalk riding his bike, he then exited the sidewalk, failing to yield to the traffic; victim traveled across the west bound traffic in front of the Chevrolet Silverado and was struck by the truck.
Crash Reconstruction arrived on scene.
Case Status: Under Investigation
 
On Friday, October 27th
While patrolling, officer observed a black lifted GMC truck turn too wide across a lane of traffic.
Officer activated the patrol unit’s emergency lights and sirens and initiated a traffic stop.
While speaking to driver, officer smelled a strong odor of an alcoholic beverage coming from male’s mouth.
Inside male’s truck, officer found a clear plastic bag containing  a white powder.
Subject identified as 27-year-old Andrew Placencio of Baytown.
Placencio resisted arrest and ran away towards a residential neighborhood. A foot pursuit ensued. Officers set a perimeter.
For several minutes, officers commanded for male to come out; male did not comply.
K-9 was deployed; K-9 apprehended male in the calf area.
Baytown EMS transported Placencio to Houston Methodist Baytown Hospital to treat male’s injuries.
Case Status: Harris County ADA accepted the charges of driving while intoxicated with open container, evading, and possession of cocaine less than 1 gram.
 
On Tuesday, October 24th
 Baytown Police responded to a disturbance between a male and a female in the 2700 block of Ward Road ,When police attempted to take the male into custody, he brandished a knife and was tased by police before being taken to jail.
