02.05.19 Regarding press conference held today by Community Activist Quanell X

The below information and video are being sent to your attention because of the press conference held today by Community Activist Quanell X and several African-American residents in front of the Baytown Police Department. The press conference was in reference to an allegation of police brutality involving an officer of the Baytown Police Department and an African-American resident of Baytown.

On Wednesday, January 23, 2019 at 10:31 p.m., a Baytown officer attempted to conduct a traffic stop on James Bowie Drive at Cedar Bayou Road. The driver, later identified as Ralpheal White, drove into a parking lot in the 2100 Block of Cedar Bayou. White exited the vehicle and ran to evade the officer. A perimeter was set up and the subject was later located in the 3000 Block of North Alexander Drive. White ran toward the officer while concealing his hands in his waist. The officer utilized his Department issued taser in an attempt to take White into custody. However, the taser was not effective. White ran into a shed at a residence in the 3000 block of North Alexander Drive. A Baytown PD K9 unit responded and assisted by searching for White inside the shed. The K9 bit White on his upper right arm. After being bit, White was arrested and transported to the Baytown Jail where he was treated by Baytown EMS. White was charged with evading on foot and injury to a public service animal due to White punching the K9.
